The Accord SOHC does have the o-rings, as long as it isn't VTEC.

As far as I know, the 2.3l accord motors are all vtec. If you bought a DX

Yep, you are right my mistake. I do know that on the 97 and earlier, if it
isn't vtec, it does have the o-rings under the rocker arms though. Looks like from the photos I see that the 98 and later accord all have the "tube" style head without the o-rings.
