I tried your suggestion and nudged the wipers while on low speed but with no
success. I am convinced the problem is with the wiper lever/switch on the
steering column.

The problem I have now is, how do I remove the wiper lever/switch if I can't
remove the top plastic steering column cover?

Do I need to remove parts of the dashboard?
