I had a similar problem in my 96 Camry. But there the switch was
supposed to turn off the headlights and if it didn't, the battery was dead.

After going to several mechanics and even back to the dealer (out of
warranty), I discovered that the door switch was working sporadically.

The door switch on the drivers side would not come on (check by if the
dome light turns on) and since the switch wouldn't come on the
headlights wouldn't turn off (or be activated by the buzzer).

Go the dealer but check that too.
