Thanks for your suggestion. I tried cleaning it as you've suggested,
but I don't think that is the problem. Here are my latest
observations:

1. The cup holder will lock in extreme heat. In other words, I
cannot lock the holder when I leave my car in the morning. At mid-day
(very hot lately in North Carolina), I can lock the holder in place.
It does not lock in the evening (cooler time of day).

2. There is a small thin sheet of metal locked down my a small screw
located on the bottom of the case in which the holder slides in and
out (when the holder is partially out, you can see it). In the
morning, I'm able to reach in and place my finger slighly underneath
this metal sheet. As of noon today (in high heat) when I went to my
car to lock the holder in place, I noticed that I cannot place my
finger underneath the metal sheet and that the sheet is snug in place.

I suspect this metal sheet is the locking mechanism and in extreme
heat, it expands and somehow enables the ability to lock the cup
holder consistently. I'm wondering if I need to tighten the screw (I
need to figure out a way to reach it since there's not much room for
my hand or the screwdriver).

Any ideas?
