But isn't that a way of discouraging people from claiming on it?

E.g. suppose you paid $1000 for the extended warranty. You then have a
covered item that will cost $200 to repair. Should you use your extended
warranty for it? That would mean guessing whether you will have another
$800 or more in extended warranty repairs in the future.
