Anyone know where i can buy a dash cluster with the tach.

These things come up on eBay quite frequently even for cars as new as
yours. Start with http://search.ebay.com/civic-cluster-tach and widen
the search if you don't find what you need.

You may be able to mix and match, i.e. put your original metric speedo
into an imperial cluster with a tach.
