Default Concrete mess

My sister drove her brand new Honda into fresh concrete! A barrier snafu at
a highway construction site. How do you get this stuff off the wheels,
linkage, etc? Normal means don't work. That stuff is stuck hard. Thanks
for your help.

I'd be talking to the people that caused the problem with the barrier and
let them pay for the cleanup /repairs.

yah, i think think thats definately an insurance job, either theirs or your
sisters, the wheels wont go back to normal without a hell of alot of work,
probably be easier to replace them, anything underneath can basically be
removed with a hammer and a chisel just keep chipping it away until its all
gone, also time consuming
