Default Two mufflers on an I4 Accord?

I was under my 02 4-cyl Accord and noticed that it had two mufflers + a
cat converter. Why would Honda put two mufflers on a single exhaust
pipe?

The little "muffler" is a resonator. It's there to fine-tune the sound of
the exhaust.
