Default 95 Civic EX tach problem

When the temp drops below 40 degrees, the tach in my 95 Civic EX, 5 speed
with almost 190,000 miles reads very low rpm's regardless of engine speed.
After the interior of the car warms up a bit, the tach works fine. Thanks
in advance for your help.
