It must be the power steering belt. Having had a closer
look at the silver lump to the left, I can see that there is
a hose coming from the power steering fluid reservoir
into the block which then disappears down towards the
steering rack. I don't have A/C, so it can't be that.

Consensus seems to be the belt slipping. It appeared to
have stopped happening, so I checked earlier, and there
is still a faint whistle, from either the pump or the pulley
attached to it. The pump shows signs of a timy amount
of fluid all along the line where the two halves are bolted
together. I checked the service record, and it mentions
"power steering pump sweating" as much as 18 months
ago. No sign of any drop in the fluid levels though.

Think I will sort the idle and replace the belt. That should
hopefully sort it out. I don't really want to pay Honda for
a new PS pump!

Yes, it is the PS pump belt, looks just like mine
