Default accord torque conveter

What controls the converter at hiway speeds? Have a 97 that seems to
work backwards, its unlocked when under no load and when you
accelerate it locks up under the slightist pressure on the gas pedal.
Its been scanned (while driving it)and no codes come up, I've been to
2 transmission shops, no help there. Anyone?
