Default Honda Accord sticks on high RPMs

My Accord sometimes sticks on high revvs, around 2000-3500 and won't
come down. And when I step on the gas to bring the choke off it revs
higher and stays there as if in correlation to how much gas I gave it.
I have had it checked by Honda Techs, he was sure that it was the
vacuum box on the firewall so I replaced it, didn't work. He also
cleaned out the carbeurator without removing it, which seemed to help a
little. The problem also seems to be only in cold weather. I am
concerned that I am doing damage by driving it this way, because
sometimes I have to throw it into gear (auto) and drive it this way.
HELP!

I forgot to mention that it is a 1987 accord, and I have kept it well
maintained-new plugs, cap and rotor, air, fuel etc....

If it happens while parked in the morning, try lifting the hood and seeing
if the throttle is sticking. Try and see if you can lower the revs by
closing the throttle from under the hood. If so I suspect a sticking
throttle/ throttle cable. Once warmed it loosens up. If you are
uncomfortabel trying this get help. Since the revs increase when you try to
release the choke by giving it more gas, pushing in the throttle and
releasing it, I suspect that the throttle/throttle cable may be sticking.
Did the Honda Techs check that?

P.S. when trying to release the choke, the best method is to give it a quick
shot of gas, press the peddle and release it quickly. Don't just push it in
and release it. I also wanted to ask have you tried to wait and see if the
revs lower after a few minutes? Let the choke warm the car up. Maybe, start
the car about 10 minutes earlier and see if the revs lower after a while.
Just a thought.

P.S. putting it in gear when the revs are high isn't a good ideal as you
already suspect.
