You need the washer, it's there for a reason. Do not re-tight the bolt, you
may damage the threads on the pan. Go ahead and get a washer, drain the oil and start again. Now, the oil may be from the filter area, did you clean the area after you remove the old filter? Oil will drain down the engine and the exhaust pipes, it is very hard to keep it from doing it, all you can do is clean very well the mess. But most likely it is the bolt. You should do a research on goggle in the groups like this: oil change group:*honda* ,you will find a lot of good advice.
