Default Horn Non-Stop Blowing

If I tap my horn it will not stop blowing until I turn off the car. Could
it be the horn relay? If so, where is it and how much will it cost to
repair?

Model?

When did it start?

Does it happen in wet weather?

Has the car ever been in a collision?
