I purchased this Integra w/ 160k miles. I took the valve cover off and
looked at the belt since I have no way of knowing when it was replaced last
(purchased from a dealer). Belt looked good. Not shiny and no cracks
anywhere. Is there really a way to tell when it needs replacing or should I
maybe just go ahead and replace to be on the safe side.
I have never had a car w/ a timing belt that needed replacing so don't know
what one that needs replacing looks like.

They usually do. Even when they're ready to break.

Time and milage.

Yes. Have the water pump replaced at the same time.

Just like a brand-new one.
