Disconnect the battery for a minute to reset the ECU. If the condition is
still there try cleaning the throttle body/ idle air control valve. I have
also seen alot of the temperature sensors causing idle problems. It is
located under the distributor. Keep me informed.

Many times Hondas will surge if they are low on coolant. Also the fast idle
valve (thermowax) can cause a surge. On 86 and 87 Legends (sedan, 2.5L) if
you have a SEVERE surge many times it is cause by a nasty corrosion problem
in the intake manifold.
