Default What to do with my suspensions?

I recently found out that my suspensions have been welded to the frame.















Im not really good in cars and i dont know what part that is called but heres a pic.















Please excuse the extreme darkness.

Is it that shiny bolt near the center or the area around it that has been welded? Its either an alignment adjusting bolt or just a standard bolt holding that control arm on and if its been welded in, eventually the welded parts will have to be replaced if anything fails
