and if so, where is the best place to find the bumper for cheap?

i know what you mean,

you want a 98+ rear bumper, yes you could swap no problem you need a sedan rear bumper though, i dont believe coupe bumpers fit sedans or vise versa

ie 94-97 sedan bumper swapped to 98-01 sedan or vise versa,

basically you will go from this
