not even close. The header itself is only one part of the system you are trying to open up. Even by getting a quality header you are only going to gain 2-3 whp by itself. Now with the addition of a cold air intake, and a quality exhaust you may see the 15 hp at the wheels. This being said, you MUST get quality parts, not cheap eBay stuff. If you got a AEM cold air intake ($300), and DC Sports header ($400), and a Greddy Evo2 exhaust ($600) you will see between 12-15 whp. However you cannot just go by peak numbers, as bolt on parts are really not about that, but more making the powerband more useable. Lets say at 3,000 rpm your car was making 100 hp before these parts, after it may be making 130 at 3,000 which is an increase of 30 hp, BUT not at peak hp number. This is where alot of people get confused. you may only gain 15 PEAK whp, but the power delivery will come on sooner and faster than before making the "butt" dyno seem as if the car is a ton faster.
