I own a 2000 integra and they are DEFINITELY made to lower. These are some of the best cars you can buy to customize and fit aftermarket parts to. I suggest megan racing coilovers. I put them on myself, its fairly simple if you have any understanding of suspension components. if not yea its proly about 50 bucks an hour at any garage that is honest and worth going to. I dont know what they would charge for labor hours on something like this but i did it in a couple hours without ever having taken apart suspension pieces before and with no lift.

I lowered my track ready integra with hand tools in a parking lot. But i'm a certified mechanic and I love to work on cars. It can be difficult. I would not pay a shop more than 400 to lower your integra. ESPECIALLY if you get coilovers because they are one piece and you don't have to disassemble the old ones for parts or use a spring compressor...
