It's been a while but i don't think there is a D series VTEC

NO! it is NOT, D16Y7 is the Single Cam NON VTEC motor that came in the 96-00 Civic DX's/LX/CX's

now if you had said D16Y8 then yes it would be, the Y8 is VTEC and comes factory equipped in the EX models of the Civic 96-00.

also there should be a vtec solenoid on the top left of the valve cover for there to have vtec.
