Honda's Vehical Stability Assist system uses an electronic feedback loop between sensors located in the wheels and the engine throttle. Apparently your VSA was sensing wheel spin, and so it prevented advancing the throttle beyond a certain point. And what it actually does is 'modulate' or quickly cycle the application of / and then back off the power...automatically & no matter how hard you've depressed the accelerator. When you turn VSA off, you have full control over the range of the power you can apply to the wheels...but you also run the risk of getting into trouble when one drive wheel decides to pull harder than the other...VSA won't allow that.
