Default 2008 Acura purchase - what is "Dealer Cash" or "cash to dealer" ?

I want to buy a 2008 Acura and they have an incentive called "Dealer Cash" or "Cash to Dealer". Is this money that I get off the price of the vehicle or does the dealer get it and they might or might not use it to discount the negotiated price of my vehicle?Thanks,PM

The dealer can decide how much to discount the car or to give you cash back.
