Ok Im so confused! I was wondering if those Hella brand Xenon D.O.T. Compliant Headlights that they sell at Pep Boys are really Xenons or just blue lights? Would they work well in my CL as custom replacements?

Depending on the brand they may or may not be, basically you get for what you pay... i'm sure pep boys has them...

did you ask Pep Boys ??? (Pep Boys is NOT all over the US, so a lot of us don't have an answer for you...)
