Default help! 90 acura issues

hello all.
I have a 90 Accura integra that my roomate ran low on oil!
This happened once before, it melted the rotor.
I changed the cap, rotor and plugs.
It was running on one cyl. Checked the compression, 190 in 4 and the other three are less then 30. Dropped some oil and still the same readings.
I got it to fire but running terrible. Before I dropped the oil in the cyl i could atleast drive it....
so i know it is top end, what are the odds I stretched the timing belt or do you think it is more serious?
