What kind of turbo? generally smaller turbos won't be that noticable under boost. The BOV SHOULD have an adjustment screw on top that looks like and allen head with a nut around it. All you have to do is tighten it down to make it louder. The tighter you go the more loud and sharp it will be. If it doesn't have the screw then all you can do is buy a different BOV. The best ones on the market are the Greddy type RS, and the Turbonetics Raptor.

Pinch off the oil line and it will whine till it diesThis process will take about 3 miles of driving. Then you can replace it with a louder turbo.Or you can put a K&N air tube and breather on the car which give a little more performance and allows you to hear the whine your talking about a little better. The first part was a joke Laugh a little. Thanks Bill B

First thing is, turbos don't whine..only superchargers do, I think you mean't "spool"(if refering to turbo). If you want to make it louder, you need a bigger turbo, as for BOV get HKS SSBOV they sound amazing on most cars.
