Default Integra rpm problem?

so I went to a mechanic and he installed a cold intake with K&n air filter on my car today. But when i started it, the car's rpm stayed at 1200 or 1300, something like that. Before the intake, it used to be around 700 or 800. is this normal?

first problem was that"cold air intake"CAI's are JUNK
