Hmm...check out the Greddy Evo 2.I'm not sure about the price and legality of it but I heard it's one of the more popular exhaust systems out there.

the STOCK exhaust, is the best option. its always legal, and your car was designed and built to run at its peak performance with the STOCK exhaust installed.

Just to let you know If you check local statues you will see that any exhaust besides OEM will be illegal, there is no exception, if its not stock its illegal. now with that said, I say the best sounding exhaust is a custom setup. For a custom setup i would suggest KTeller pipping with a magnaflow muffler and resonator...best sounding exhaust is always a custom setup.

I have a 1994 gsr. I have had apexi N1, HKS super dragger, and Tanabe Racing Medallion. I like the sound of the N1. It is really mellow when you keep the catalytic converter on.For the money a quieter setup that attracts less attention and is 50 state leagal is Apexi World Sport 1 or 2KCI highly suggest it and heard it on a b16 powered civic. Great mild tone and stylish looks.

if you want performance and keep noise down. then i would go with comptech. its a lil over $500 but it well do the job. its not one of these cheap sound maker. and what ever you do don't go with dual exhaust. you needs some back pressure. other wise you gonna lose lowend torque that you needs.

Go with something stainless for that clean look and rust prevention. DC is always a safe brand to go with for performance, looks and most importantly STREET LEGAL! DC should fit up budget perfectly. If the muffler is all your looking to replace that is. If you wanna replace the whole exhaust system then its gonna get a little more pricey!
