headers/ remove all exhaust restriction. Cam/ head if you want to gain real hp. flat out cheapest mod for your money, Nitrous.

4-2-1 headers (nice cheap ebay special) cat back exhaust get a nice quality one so the sound is nice and deep not that high rice sound crap on the legend would not be nice...then finally get a new chip and swap it out in the ECU, a nice Skunk2 chip is under 100 and will give you a real nice performance increase to go with your bolt on mods

cheepest way huh?.. well .. if you dont mind the noise take off all your exhaust from the headers down, then strip you car of everything you dont need to drive it. AC heat, carpet etc. it should feel quicker. just get some nice coilovers tho,,,,
