Default Voice activation controls...?
On the acura TL, is the voice activation controls (for climate, stereo) only available with navigation or is it available without it.

It's available without it as well. It's called HandsFreeLink and it's available on all TL's as standard equip. Very handy and very cool.

it is for the hands free link bluetooth cell phone connection and for the navigation system

With navigation you can control all of the things you mention.Without navigation you can make calls and program the Bluetooth, but that's pretty much it.
