volvo is safest and will have reasonably good gas. DONT get a VW gass hogg and fixing them is insanely expensive mind you germans do some amazing things with suspension.if gas isnt a problem and you just want her to be nutty safe. Get her a hummer h1 alpha series they drive over land mines and the people inside are fine. no matter what the acident is she will walk away. Mind you gas is a big big cost

Honda Accord nice reliable and you get what you pay for. Honestly she is a teenager you need to consider some factors insurance, irresponsibility(no passengers) Teens tend to have more fatal crashes now b/c they think they are invincible. Although you want her to have something cute, think as a responsible parent should safety first.
