It's probably a bad switch. It's been known to fail. The air bag has to be removed in order to replace the switch, make sure the battery cables are disconnected and touching the two cable ends together for 10-15 seconds before starting the switch replacement.

Look in the following link I've provided to download an Factory Service Manual (FSM) how diagnose and repair your 2004 TL for future repairs you'll need. It's free and won't cost you a cent. Be better to download and save the service manuals into your hard drive. The site could be shot down any minute due to copy right: This is the link:

Basically, it's just two Torx T30 screws, but they can be tough to remove if you don't use the appropriate sized ratchet because they are held in with Loctite. That's the reason you need a 3/8" driver/ratchet. Don't use a 1/4" ratchet.

If you're the least bit mechanically inclined, don't pay the dealer to do this...the switch only costs about $55. Contact Kaleb at Prestige Acura to order the part (If you haven't got one)

This link has pictures and instructions how to test and replacing the switch:

This additional link has actual blown up pictures, guess you may need to see if you have F168 mod steering wheel, a common mod item among TL owners:

Hope it help and send an E mail if you need more help. Don't forget to download and save the FSM, these FSMs are hard to come by and it's free for now. HTH
