Swapping engines is legal anywhere. Now passing inspection and smog is a different story. If it's USDM, then all you have to do is swap everything else over and you're good. If it's the JDM motor, will have to add some small s***. I remember a guy on honda-tech making his legal in Cali.

Contact your local smog station to find out what is required on swapped engines. But it's really fairly straightforward. If you follow the rules to make it legal in CA, it will be legal in every state. The general rules for CA are this:

Yes, USDM and JDM swaps both are legal.

The engine has to be the same age as the car or newer. That's easy, since the oldest B18C5 is 1994 I think.

You have to have all the emissions components from the engine that were original (smog pumps, catalytic converters, etc.).

Additionally, if your car (chassis) came with an emissions device that the engine didn't (IE if your civic came with a smog pump but the B18 didn't), then that has to be included as well. In CA, all of these things have to be signed off by a smog referee before the car can be licensed and driven on the street. No other state is quite as strict (though many are close).

Now, if you swap US engines, the process is slightly different as you only need the smog equipment from the original source for the engine. It's more strict for JDM engines.
