Is this a Civic? Are you sure you have the timng belt right? What engine
is it - 1500 TBI or 1600 MFI? They have different timing belt/pulley
alignments.

Firing on TDC? That's not right. It should fire on 18°BTDC(+/-2°) -
that's the middle mark of the group of three which might still be colored
red. Are you sure it's firing, i.e. you have spark?

Final thought - are you sure the crankshaft pulley is aligned on the
crankshaft properly... with the key?
