Normally I'd say the rubber grommet sealing the motor to the bottle is
dried up and is leaking. But you say it leaks out within "a few seconds"?
That's pretty bad. Has something damaged the bumper or anything under the
bumper?
If there is no impact or freezing damage, than it's the grommet. You have
no choice but to remove the front bumper, remove the bottle, reseal the
grommet and motor with fish-tank silicone, let cure and reassemble. It is
possible to do this with just the wheel well liners removed, but it's quite
a lot easier to do with the bumper removed, which is pretty easy.
If it's a split bottle due to freezing or impact damage, you still need to
remove the bumper, but now you need to start making calls to wreckers for a
used bottle.
