Default Timing belt tension

Hello all, I have decided to replace the timimg belt on my 96 Integra
after 2 years and 32k miles. (106k when bought) I don't know the service
history of the car but figured its overdue.

Everything was going well until it comes to putting tension on the new
belt. Following the shop manual it says turn the crankshaft 3 teeth and
tighten the tensioner. Well after turning it the slack still seems too
great and the belt slips. Any tips on getting this bitch tightened?

I bought belt from Napa and their lookup isn't very helpful as far as
part numbers go. A number that starts with 18 or 17 and doesn't sound
like any engine type. I picked the 17 because it was cheaper and figured
it was for the non vtec engine.
