Being in Ontario, one tip is to put Petrocan's winter clean gas in your car.
Burns much cleaner. I failed initially with an oil-guzzling 92 saturn, and
was told by the mechaninc to try it. Low and behold...it worked. Squeeked
by. There are also quick fix additives at crappy tire that claim to lower
emmisions. You could roll the dice here as well.
