sounds like somebody did a frankenstein job on parts of your new car.
The 98 remotes will not work on the 99's they have differenct FCC codes on
the back, therefore they have different frequencies.
As for the height adjustable driver's seat, there should be two big knobs on
the left side of the seat. I am assuming you are talking about an american
EX version. I'm not sure if the lower trim levels have the height
adjustable seat.
If you stick your key in the hole by the shifter it will disengage the brake
lock so you can shift into neutral if you have to tow it.

Another thing I would recomend is to go to www.handaaccessories.com and get
the factory honda alarm. It only goes off when you open the doors or the
trunk, but it is very easy to install because all of the wiring harnesses
are already installed. It is only $60.38 right now, $127 off the list price
