no.

if you have the sender out of the tank, connect it up and move the float
up & down. the needle should follow - slowly. if it's not giving you
full gauge travel, either the sender is defective or the gauge is.

i had a similar problem with the needle not falling below 3/4, even when
empty. turned out that the car had been rear ended and even though it
looked fine from the outside, one of the tank baffles inside was bent
and it was stopping the float from moving properly. changed the tank,
problem disappeared.
