As an emergency measure, release the parking brake and spray penetrant oil
in the end of each cable housing. That is easier if you put the back on
jackstands as high as you can and spray the rear (high) ends of each cable.
Then use your fingers to try to flex every inch of the cables - it isn't
crucial you get every inch, but the more you flex the better your chances.
Spray again and operate the parking brake a few times. Repeat as necessary.
Replace all the parking brake cables at your next opportunity and avoid
setting the brake until then.
