Hey Roy
I have never dealt with an 89 Civic, but your rotor is indeed turning,
right? (just a sanity check to see if the timing belt might have broken -
you didn't mention it, but you probably checked it).
Also, was wondering if it could be the crank angle sensor? It should be
inside the distributor - probably a hall sensor. Not sure how to test those
without a scope because the levels are very low/fast and can't see them with
a voltmeter - static test may not mean much. Its signal goes back the ECM
and drives your ignitor. Perhaps make sure this sensor goes back to the ecm?
Also check to see if the wire from the input of the ignitor to the ECM isn't
broken?
My manual only goes back to 96, so unfortunately can't help you with a
schematic - maybe someone out there can help you with that.
