Tests for spark plug wires, among other things, are described
free online at
www.autozone.com . You may have to hunt around the
free repair guides a little, but it's there.
Generally, wire resistance should be well under 25,000 ohms per
wire. The exact specification depends on the wire length. My 91
Civic's two year old OEM wires measure 7000 - 12000 ohms each,
and the car runs great.
I'm not saying this is the cause of your power loss or the noise.
What I say above is just to eliminate your concern about the plug
wires.
Maybe replace the air filter, fuel filter, plugs, wires,
distributor cap and rotor, and PCV valve, just to eliminate some
of the basics that are due for replacement every couple of years
anyway. Total cost of all these parts should be around $150, OEM.
