You mean inside the car? If so, no. Not normal at all.

However, if you mean inside the "groove" that surrounds the
moonroof, then it is ok.

I just went and checked on my RSX (not a civic, but..) and it
rained all night here. There was no water in the groove. However,
I did notice drainage holes. Hence, I think that these are in
case any water comes in there.
