There is a real good possibility that the master cylinder that was replaced is defective. I have to assume that the mechanic who is doing the bleeding has checked to confirm that there are no leaks in the system. if there are no leaks and no air in the system then the only possibility is that the fluid in the master cylinder is bypassing the primary piston seal. the primary piston is what moves inside the clutch master cylinder to transmit the force of pushing the pedal down through the fluid to the slave cylidner on the other end.
it is not unusual for a new part to fail. you should have a warranty on the replacement part. It is almost certain that you will have to replace the master cylidner again. I've had the problem with bad new parts too many times in my life to know that it does happen.
