Default Tire feathering problem on Acura Integra GS-R 1999?

I will try to make this brief/concise:

1. Noticed bad road noise this summer, went into Acura dealership they recommended a wheel alignment and new tires (old ones were feathered).

2. I got alignment and switched to my winter tires which also made road noise (they are also feathered) but I can't tell if they were feathered from LAST winter or just since I put them on.

3. Now it looks like I need to buy TWO sets of new tires (summer+winter) and I still don't know what the problem is.

4. I took my car to a tire place (not the dealership) they said that my car was out of spec for alignment (even though Acura just did an alignment). The mechanic said that Acura probably aligned it to Type-R instead of GS-R.

So I am very confused. Did the dealership actually do an alignment? Is the tire shop lying to me? How can I stop my tires from weathering please help!!!

Oops forgot to mention that the tireshop also said that in order to achieve alignment they would have to change some kind of bearings or something that is going to cost me hundreds of bucks...
