I don't know how it works there but here its just easier to buy it already certified and e-tested. Its better for them (seller) to pay for any repairs required then you a week later. During a certification they check everything brakes, floor boards, safety features, exhaust, all being fairly pricey repairs. Spend some time thinking about what you want to pay for financially. Newer vehicles shouldn't need too much, but it's also at the time where warranty runs out and power options need to be fixed.
