civics are great performing cars, ignore comments like those of the first answerer. i live in london and dont get the sir over here, but i believe it uses the K20A3 engine putting out 160bhp. its not quite the type-r but capable enough. the k-series i-vtec engines are worth upgrading (someone tuned K20A, found in the ep3 type-r to 550+bhp!!) and heres a list of the possible things you can do,

cat back exhaust system

air filter, cold air intake system

headers

performance cams

fuel pump

fuel injectors

forged pistions

can bore engine capacity out to 2.1 or 2.2

ecu chipping/remapping

transmission upgrade

force induction, turbo or supercharger, friends who have modified vtec engines have told me they run better supercharged. my friends 2003 type-r supercharged runs 11.5 sec quarter mile at santa pod!

thats just some of the stuff you can do

i would start with a cat back exhaust and induction kit, then go on to cams, ecu chip and so on. id also fit a coilover suspension kit to improve cornering, and lower ride height. i think you should keep exterior subtle, lowered with nice set of rims and maybe a bumper lip kit, but would steer clear of big body kits and OTT rear spoilers. try this site, may give you ideas and if you post comments in peoples gustbooks, (you'll need to sign up but its free) you can ask them opinions and they should give you advice
