I've seen a Camry that had *exactly* the same problem. Caused me to look at
that mechanism a bit more closely; it appears to be the same on the Camry,
Corolla and Civic, so presumably it's the same on your Accord as well.
The spring that's missing is a narrow, flat piece of metal that was probably
mounted on a plastic holder on the fuel door, on the side where the hinge
is, centered from top down.

What we did with the Camry was to get a few regular springs of the right
size and just attach them to the various parts of metal on the door, so the
door would be spring-loaded to open up. That works pretty well
