The chevy cobalt has similar MPG numbers to the new civic si even if is a turbo one that doesn't matter. If you don't push it, it will behave like any other 2.0l engine. The latest cobalt SS doesn't come without turbo. If you want it without force induction there was one year that chevy drop the forced inducted model and offered only a Cobalt SS with a 2.4l engine I think that was model 2007. The previous years the car came with the supercharger and also can be found N/A.The SI is a fun car to drive I own one. But is not a fast car and if you drive it in a aggresive way it will suck gas like a V6.Both the chevy and the honda use Premium Fuel only.The TC is just an average coupe consumes almost the same fuel of the other two cars and uses regular fuel. This one will save you money on gas right away if that is your target and you don't mind in having a slower car, this is the one that you need.About resale value don't be so cocky regarding chevy resale history.
