If you undercoat a dirty under carriage, you are trapping dirt under the
undercoat, causeing a bigger problem.How old is this car?

At this point all you can do is a search for a rust inhibitor, that can be
sprayed on after the undercarriage has been cleaned and wash the salt off as
much as possible in the winter.
